Summary	18592: When creating a survey Default group may not be the ones preselected
Description	This could lead to several issues, specially with security if someone doesn't realizes to set the survey group. I think the best is add a user setting "Default Survey Group".
Steps To Reproduce	Steps to reproduce Create a survey. The list of Survey Groups is ordered alphabetically. Expected result The first one is preselected. Actual result The default should be preselected.
