Summary20050: On upgrade, tmp/assets can't be found
Description

I have 6.6.6 and upgrading to latest version 6.12.3. I've followed the upgrade directions (and have done this many times over the years). When I open LimeSurvey (after clearing cache, resetting IIS, rebooting server, etc), certain sections won't load like, like Text elements textboxes that you set for a survey. They just show the green boxes that it shows when a resource can't be found. I can see that i get an error in inspect element about tmp/assets not being found. I've tried this over and over and get the same results. Version 6.6.6 works just fine when I copy the old files back over. All permissions on tmp, config, uploads are the same. I can't figure out why the new version is having issues. See attachments for console results and errors.
